Utility pricing is easy to underestimate because responsibility can be split among the utility, site contractor, specialized installer, electrician, plumber and builder. A quote that says “service included” may cover only one section of that chain.
Electrical service and temporary power
Ask the electric utility for its requirements and potential contribution before the route is finalized. Costs may include trenching, conduit, conductors, transformer work, meter equipment, service equipment, restoration and charges for distance beyond a standard allowance.
Temporary construction power is a separate question. Confirm who supplies the temporary equipment, who coordinates inspection and energization, and whether construction energy use is included.
Well or municipal water
For a well, obtain a quote that explains drilling assumptions, casing, pump, pressure tank, controls, testing, trenching and connection to the house. Depth and geology may remain uncertain, so ask for unit prices beyond the base depth.
For municipal water, include tap or connection fees, excavation, pipe, curb or road restoration, meter charges and private piping from the public connection to the building.
Septic, holding tanks or sewer
Septic budgeting should connect the soil evaluation and approved design to a contractor’s scope. Verify tanks, distribution components, pumps, alarms, electrical work, inspection, backfill, risers and final grade. Existing systems may require abandonment, modification or protection during construction.
Municipal sewer work can include connection fees, lateral installation, road work and required pumping equipment. Holding tanks create both installation costs and ongoing pumping costs that should be considered separately.
Propane and natural gas
For propane, compare tank rental with ownership. Ask about installation, regulators, trenching, gas piping, first fill, minimum-use terms, tank removal and whether the quoted fuel rate depends on equipment ownership. For natural gas, confirm extension charges and the point where utility responsibility ends.
Internet and communications
Do not assume that a nearby line means service is available at ordinary cost. Confirm provider availability at the exact address, construction fees, trench responsibility and installation timing. If wired service is uncertain, include equipment and monthly costs for a practical alternative.
Utility budget worksheet
For each service, document the provider fee, site trenching, material, building connection, permits or inspection, restoration and uncertainty. Confirm who schedules each step; delays can create carrying costs even when the connection price itself is known.
